One change to every cluster in the order you choose
Past a certain scale, Argo CD and Kargo force a tradeoff. Fan out from a single Stage and you lose per-cluster status and verification. Create a Stage per cluster per app and the count grows fast: 100 apps across 200 clusters is 20,000 Stages.
Fleet Management removes the tradeoff. Group your clusters into a Fleet, split it into waves such as pilot, canary, then the rest, and run the rollout as one job. Each cluster keeps its own health status. A wave has to pass its health checks before the next one starts, and a failing rollout stops or rolls back instead of continuing across the fleet.
You set how much of the fleet has to succeed, so one unhealthy cluster doesn't block the others.
